original PDF creator does not print well on others computers

I have an issue with  Adobe Acrobat ver. (17.011.301094) when I create a document through a scanner and send them to others, the receiving party cannot print it correctly (the print shows non-alphanumeric characters where information would have been entered or signed).   A workaround I found is when I convert my PDF to an image; then they can print it properly.

I want to send the scan PDF and send the document without having me do an extra step.  Please share any solutions or ideas on what to do or where to go from here?

I am attaching the original document and the document seen at the receiving end.  The blackouts are correct information.
