Paper Capture Recognition Service Experienced an error. (10001)

Hello - I have a PDF that I opened in Adobe Acrobat DC clicked the Edit button and it gave me this error:

I have tried a few things and have not had any luck in resolution of the problem.

Any suggestions... maybe its something I have not tried yet.
