What alternative do you have so that the .PDF files that are generated cannot be altered, since the internet has many option to remove keys and locks.

None. This is the digital world today. If there was a perfect lock and an important document, anyway someone would photo it and make a fake. Maybe you need a proof it is unaltered? Digital signatures.
