PDF font display error

Hi all, I've recently received a few pdf's from a client and have display issues.  The pdf is doing some sort of garbage "font substitution".  PDF file displays fine on iPad, but not in Acrobat DC (Windows) or with brower preview (also windows).  Any ideas on how to fix this?  Screen grab of issue and pdf is attached.

Check to see if the fonts are embedded. My guess is that they are not. Here is a good thread on embedding fonts: https://community.adobe.com/t5/acrobat/how-do-i-enbed-fonts-in-acrobat-dc-pro/td-p/7479849

Thanks for the response.  I agree that this is likely the source of the problem, however I don't have access to the source (to recreate) the file - I've been sent it, I'm not the creator.  This is the 2nd client that has recently sent me pdf's with this issue.  I'm looking for a way to "fix" it now so that I can view the pdf correctly.  As noted, it views perfectly on my iPad, so this appears to be a Windows issue (?).  I've tried several windows systems in our office all with the same result.

 

Also, I get the same result if viewing in Bluebeam or in Edge, so this does NOT appear to be an Acrobat issue.
