PDF Keeps getting bigger

I have a pdf file that was over 600 pages. I deleted almost half the pages. I saved it  as I worked and each time, the file size got bigger. I have tried to optimize it, reduce the file size, save as, save as a reduced size pdf and I saved it in a different location, and every time the file got about 2MB bigger. Istarted with a 13MB file and now I have a 29MB file and all I have done is remove pages.
