is it possible to save the PDF with the setting, that the user can edit the form and print it, but cant save the form with the typed content?

No, but you can add a command to reset the form data when the file is saved, or opened.
I would advice against doing it, though. Your users are not going to be happy with you if you do...
The users are salesmen and the document is a form to create an order.
The salesmen should not be able to override the template-file thats the idea behind.
Dont ask me why they want it as pdf, but that was the request...
So just set the file as read-only (as well as the folder where it's saved).

Presumably the files are stored on a server in the office? If you don't know how to set security on a file, AND the folder it's in (do both), talk to your server administrator. It's nothing specific to PDF files.
The file will be on the tablet of the field personnel. After saving it will be send via email to the customer

I doubt it can be done in this case. Have you tested it on a tablet at all? There are many limitations.

You really need to test on the specific tablet chosen. It's a whole different world view. Things you may struggle with
- having local files on the tablet
- filling a form
- sending an email
- printing the form
A lot depends on the PDF filling app you choose.
In fact, in Acrobat Reader on a tablet (now I think of it) there is no SAVE function, so nothing to disable! Saving happens as you type, there is no such thing as a not-yet-saved file. This is because tablets will close an app without warning, so saving is pretty much a thing of the past.

There is no concept of saving to a new name, so far as I know. You only have the file you are working on. Probably needs a rethink. Maybe a "Clear form" button for your salesmen.
Problem is, that the salesman needs the filled out file to send it via email and this file should not contain the fields.
