How do i get the PDF to open up in front of the window i have open?

Ex - I get an email with a PDF attached, i click on it and it opens behind outlook.  I need to minimize the window to find the PDF.  Just started doing this.  It always opened in front in the past.

As per your description above, the PDF opens in the background when opening it from an email attachment. Did you make any recent changes after which it started occurring? 

Could you please confirm the application you are using as the default application to open the PDF?
