I was given a previously created pdf form and in one of the sections there is a plus and minus sign next to the row so when you click on the plus it adds a new row and minus to delete the row. How do you add this function in a pdf form?

Are you able to edit the file in Acrobat? If so, you can examine the code that was used to do it.
If you can't it's because it's a LiveCycle Designer form, which is a special kind of PDF form that has such dynamic options.

No, it gives me an error and says Please use Adobe LiveCycle Designer. I am using Adobe Acrobat Pro DC. Guess I'm out of luck? Thank you for responding.

That's what I thought. Assuming you don't this application then you're out of luck, yes.
