How do you request signatures on a PDF that you do NOT want to e mail. It will go on a portal? Thanks

You can't do that. In order to view a PDF file the user must have a copy of it first.

Just use the Acrobat's "Send documents for signature" process, it will not send the PDF and the signer will see your document online in a browser windows:
