Is there a way to rotate, for example, a rectangle you just drew? Now I want it at a 45 deg angle. How does one go about doing that?

In Acrobat 9 you can use the Touchup Object tool under Advanced Editing - select the page element to rotate and right-click to select a preset angle, or choose "rotate selection" to spin it using your mouse.
In Acrobat X we have this functionality combined into the Edit Object tool in the Content panel.

You need to make sure the object is selected (it will have a blue crosshatched border) - otherwise the context menu you get is referring to the entire page.

I can get the blue crosshatching, when I right click I get the following options: Edit, Align, Center, Distribute, Size and Properties. On the Edit button, I choose Select all and just the rectangle is selected, but still do not get the ability to rotate.

I think that is an annotation (comment/markup), not part of the page contents? They can't be rotated except 90/180/270.
