I want to save my PDF with the following:

* Password required for editing

* Changes Allowed: Inserting, deleting, and rotating pages

* Compatibility with Adobe 6 or later/Adobe 7 or later

When I try to save these settings, I get the following error:

"Please either deselect the "Use a password to restrict printing and editing of the document and its security settings" option or enter the Permissions Password".

This makes no sense to me. I haven't set a permissions password yet at this point so I cannot do that. And I want to require a password to restrict editing.

You have to enter the permissions password that you want to set. It's telling you that you haven't filled it in yet. The password you are trying to set is what they call (this week) a "permissions password".
