Select for redaction in Acrobat DC not working correctly

In some, but not all PDFs, "mark for redaction" in Acrobat DC does not recognize the vertical dimensions of text and other objects. That is, if I try to mark four characters, it marks a block which is four characters wide but as tall as the whole page.

This is a relatively new problem (in the last 2-3 months). I have been able to do this in that past with PDFs from the same source as the current document. So, far the only thing I can find in common with the documents that don't work, is they are printed as PDFs from a web page. Perhaps it is a problem with Chrome or the PDF distiller that it uses.

I wish I could include an image, but the document that I am having trouble with needs redaction before I can share it.

Well, this is interesting. The problem appears to be in the print distiller. When I use Microsoft's Print to PDF driver to print from Chrome, the redaction tool in Acrobat DC works normally.
