Signatures with Password Protection

How can I create a Password Protected PDF and send it for Signatures?

It seems I am only able to do one or the other; Where a Password Protected PDF cannot be sent for signature request, or, I must send for signatures before setting a password. 

Is there a way to establish a password so the recipient must enter the password before viewing? Then, can follow the prompts to sign and return?

If you're not using Adobe Sign then you can add a signature field to your file and under the settings of the security policy select to allow filling form fields and signing existing signature fields, and it should work as you described.
