I have a PDF where there is a link at the top of page 1, then some fields. All tags and form fields are in the correct order.
When I tab from top of document, it passes the first link, goes to the fields right to the last one on P1, then jumps to top of P1 and selects the Link, It should go to link first, then P2 after last field on P1.
- Yes, that's incorrect. That might be the desired tabbing order by you, but it's not how the application works, and you can't change it.
- A submit button is a button field with a Submit Form action. A button can have all kinds of actions attached to it. One of those actions is to open a web-page, which makes it work the same as a link object, with the major difference that you can set its position in the tab order along the other fields in the file.

Convert the links to button fields and you'll be able to set their location in the tab order. As long as they are link objects they will always be tabbed to after all the fields, and you can't set their internal tabbing order, either.

If I have a link on page 1, fields on page 2 and then fields and links on p3.
If you just open the PDF, hit tab, it should go to the link on P1, then start with the first field on p2 and continue on, P3 should be read in order of appearance weather link or field.
Are you saying this is incorrect?
For the Button fields, I am unfamiliar with that term. Do you mean like a submit button?

Thanks, unfortuneately the link is in a paragraph of text.
The issue is, it works as you say, skips link on P1 and starts fields, the thing is, after fields on P2, it jumps to P1 for the link, then P3.
All the tags and form fields are correct.

So what? The button exists at a different "layer" of the file than the static text, and can be placed over it without interfering with it (except it makes it more difficult to select it if you want to copy it, but that's the same as with a link).
