I have a question I am sure I know, but still there are others who disagree.
Is it possible to have an accessible PDF without tags?
I have never seen that. Apparently others have.

Totally impossible.
Tags and the document's structure (which designates which tags are used and their reading order) are the core foundation of accessibility. Everythings hangs on the tags.
