Text Callout in Commenting stays stuck on

I have an issue with the Text Callout tool.   When it is selected, I can create a text call out in the document, however, it does not shut off as it should and every time the mouse is clicked, a new text call out is created.   I can not duplicate this on other machines.   Can turn off by clicking on select tool, but my user does not want that extra step.  Other than removing and reinstalling Acrobat, is there another way to fix this?

What version of Acrobat are you using?

If you are using Acrobat DC, there is a tool called "Keep Tool Selected." It is the pushpin icon. If that pushpin is blue, that whatever tool you have selected will stay selected until you click the pushpin icon again to turn it off.
