The Windows Cryptographic Service Provider reported an error Access is Denied error code 2147942405

We are on Internet Explorer and trying to Digitally sign a document on a Government website using Adobe Reader. When we go to sign the document with the certificate we get an error The Windows Cryptographic Service Provider reported an error Access is Denied error code 2147942405. This all started happening after the Windows update to Windows 10 Build(20H2) 19042. We validated that the Signature process works on an older build of Windows 10 Build (19H2) 18363

We have verified the certificate with the vendor and made sure the certificate was valid. We also contacted the support for the website and made sure it was not an issue with the website. We have also contacted Microsoft and paid for support due to the error code saying its an issue with the Windows Cryptographic Service Provider and Microsoft support has Escalated the issue multiple times. Microsoft is saying it's an issue with Adobe's Code and how it's talking to the Windows Cryptographic service provider. I have called Adobe support and they said they can't help and I have to post something on the forum. Any information on this bug would be helpful thank you.
