I recently saved a file from Word to PDF, with spaces between the words in the filename (also, one ampersand in the name), and sent it to someone else. The file was sent back to me later, with underscores (and in some cases double underscores) between each word, instead of spaces. Am curious as to whether this is an Adobe thing. I had no issues opening, reopening, and saving my own version of the PDF file in Adobe Acrobat 2017. The only reason I can think of is if the PDF file were to have its own URL in the future, and the spaces in the filename were rendered as "%20". Are there other reasons?

I doubt it. There's usually no problem putting spaces in the file-name of a PDF file in any Adobe apps or services..
And "%20" is just the URL escape code for a space.
Ask the other person how exactly they opened and saved the file.
