Uploading an Image to a Form

I'm using Adobe 2017 and am trying to make a form that will allow a user with reader to insert an image. I went to Prepare Form and used Add an Image Field. I set the action to run a JavaScript and used event.target.buttonImportIcon();

When I open the form in reader, it allows me to browse to and select an image but it never inserts it nto the field.

Any help is appreciated.

For Reader to be able to insert an image, the image must be in PDF format already. Acrobat converts the image to PDF on the fly.
