Where's the File Open tool?

In the Common Tools area of Acrobat Pro DC (in the upper-left corner of the window) there are icons for file save, upload to cloud, print, share, and search.  Why no file open?  It's on the File menu.  If I right-click in the Common Tools area, and hover on Show File Tools, there's an option for Show All File Tools, but it's disabled.

What is not available?  An open file tool, or the Show All File Tools option.  If the former, any idea why not?  If the latter, why is it displayed in the menu but disabled?

No icon for file open.

"Show all file tools" means "show all the tools listed above (all 4 of them)" and it's greyed out if all (4) are already shown.
