Why are my form fields being annotated, but not tagged in my document?

This is a new issue. I've created lots of fillable PDFs that have tags for the form fields therefore making the form accessible to screen reader users. I have an example from last year that has both annotations and the tags and can be read properly. But when I went to do the same this year I can created the fields and add properties to the field, but they are not longer being added to the tags. It's like Adobe updated and left this important detail out?

I've tried to manually add the tags by going to the properties of the annotations, but it will not let me edit the Tags tab. It's blank. Can anyone help? Is this just a problem with the update?
