Could you please confirm the exact method of converting the PDF file to Excel? Are you doing the conversion online via https://cloud.acrobat.com/exportpdf or using the desktop application Adobe Reader DC?

This could be related to the font embedding, a font can be embedded only if it contains a setting by the font vendor that permits it to be embedded. For detailed description you may see-  PDF fonts, Adobe Acrobat
