I'm trying to determine if I can convert a scanned document into a searchable PDF file and if I can, is there a limitation on the number of scanned pages that can be used to create a single PDF file?

What you are looking for, can be achieved with the help of Acrobat DC or Create PDF subscription. I see that you are a subscriber of Adobe Acrobat DC subscription.
1- With the help of "Create PDF" feature you can convert a scanned document to pdf. ORC (Optical Character Recognition) would help you to search the text.
