When using Adobe Document Cloud and performing actions like exporting to MS Word or Excel, do the source files get submitted over the internet for conversion, or does the conversion happen locally? I'm concerned about whether the actual file contents is transferred to the cloud during export.

I assume you are referring to the Adobe Export PDF (online) service?
When you select a pdf document to export in any other format (MS word, Excel), it doesn't upload your source file over the internet.
The conversion happens over Adobe's secure server, but it doesn't keep any information or content of the file which is converted.
Adobe Document Cloud employs leading edge security practices to protect your documents, data, and personal identifiable information to the highest degree possible.
Note: Adobe Export PDF service you can use online https://cloud.acrobat.com/ and also use with the Adobe Reader DC desktop application.

Or, to put it another way, YES, your the actual file is uploaded to the internet (to secure servers) if you use ExportPDF. This may indeed be forbidden by your company's data protection policies, especially if you are in the EU and the servers are not. If on the other hand you use Acrobat Pro's Save As ... other format feature, this is done entirely locally.
