By ' "Fill" option is no longer available', do you mean the option provided to fill the form under Fill & Sign tool are not visible?
If yes, it may be possible that the form does not have the text form fields enabled.
Could you please let us know if you are experiencing this issue with all the PDF forms.
Check if you can find the options available with the other PDFs.
Can you share the screenshot of the options you are referring to, to understand it better?
Which Adobe application you are using to fill the forms? Are you on Mac or Windows?
