There's nothing to download. Export PDF is an online service. You can use it from here: https://cloud.acrobat.com/exportpdf

Adding to what try67 mentioned Adobe ExportPDF is an online service which can be accessed through a browser and can be accessed through desktop and mobile app Adobe Reader DC.

If Reader is not installed,  you can access your services through Reader, install the application from the following URL:https://get.adobe.com/reader/enterprise/
