I have subscribed and successfully paid the fee to enable exporting of PDF to Excel, but it is not working.
How long till the service is active, or is there something else I must still do?
For some reason all communication comes in GERMAN and I am not sure what to do.

I've checked your account, and it looks as though there may be an issue with the order processing. I would like to suggest that you Contact Customer Care via phone or chat.
As for receiving your communication in German from Adobe, it could be that you're logged in to the German Adobe Store. Please look in the lower-left corner of the Adobe.com website, to see what region is listed there. If necessary, click Change to choose a different region.
