I subscribed to the online pdf converter and the first pdf file I tried was a complete mess in both word and excel - unusable.
I then tried a free web service and it was able to correctly (with a few easily fixed extra spaces) convert the pdf file for me.
I wish I had tried this first before paying $23. How do I get a refund?

You may try to convert the PDF file online https://cloud.acrobat.com/exportpdf with your Adobe ID and password on a different browser and see if this brings any difference.
Adobe ExportPDF can create high-quality conversions, but the quality of converted document depends on the quality of the PDF file you start with.
For example, if your PDF file was originally authored in Microsoft Word or Excel and converted to PDF using the PDFMaker functionality of Adobe Acrobat, your PDF file contains a rich set of information that can be captured by Adobe ExportPDF. This information includes relative positioning of tables, images, and even multicolumn text, as well as page, paragraph, and font attributes.
