Is it possible for people to annotate a PDF online, with edits from the different editors appearing on the same document in real time - like google docs handles collaborative editing of text documents?

What you are looking for, can be achieved with the help of Document Cloud services. But that's depend on how exactly the document has been created and shared with the people for annotating.
