Lost access to the Comment tools in ExportPDF membership

I used to be able to access these (highlighter, etc) and now I can't.  I'm logged in,  I've checked to make sure that my access/membership is active.  I am using Windows 7.  Thanks for any help someone can give.

The commecnting tools are avilable in Adobe Acrobat and Adobe Reader.

It's not available in Export PDF service.
