Multi-step fillable forms

Hello, 
I am looking to build a fillable form that has multiple stages. It would look something like the following: 
1) Fillable PDF form is created and saved as a template 

2) User 1 fills in 20% of the fillable fields and saves the document. The 20% of fields that were filled become locked (flat) 
3) User 1 sends the form to User 2 (Non-Adobe pro user) 
4) User 1 fills out the remaining fillable fields and saves the PDF 

Is this possible with adobe? If not, any suggestions on the best way to go about this? 
For context: I am looking to build a form that internal employees can use to define unique fields for the consumer, then send to consumer for them to fill remaining preferences. Internal employees will have Adobe Pro, but consumers may not.
