Need help with opening a file

WHEN I go to open a Acrobat file it won't open and states file needs to be decoded.  What is this?

Hi etceteraetceteraetcetera,

You may be using Microsoft office program(Word, Excel) to open the PDF. Please try to open the program with Adobe Reader. You can download Adobe Reader by clicking on below mentioned link.

If Reader is already installed on your machine, please follow the below mentioned steps

1. Right click on the file you want to open
2. Click "Open With"
3. Click "Choose Default Program"
4. Choose Adobe Reader from the list of programs
5. Remember to select the checkbox which says " Always use the selected program to open this kind of file
