Opened a new account for Export PDF, nothing works. Using either Reader to export or direct opening in Chrome or IE, both generating errors.
//cloud.acrobat.com/ is giving me 404 errors and a blank screen
Reader (11.0.09) allows me to login, select a PDF file, but pressing Convert button results in "An error occurred while trying to access the service.
I don't know how I'm supposed to debug these situations.

I just took a peek at your account. Your subscription order is still processing; it can take 24-48 hours for an order to process fully. Once it does, you should be able to log in and convert files without error.
If you do access via a web browser, please make sure that you're using a supported web browser (System requirements | Acrobat.com).

Thanks for the feedback....but your answer is unacceptable. Anybody that decided that they needed a PDF to Word converter probably did so because they had a file to convert for some business purpose. A 48 hour turnaround time makes a person truly regret that they forked over the money for the subscription. In other words, they probably wouldn't have ordered the subscription if they knew they had to wait 48 hours to convert their file.
