Optimized PDF vs. Optimize Scanned PDF Features

#1 is located at the top left (first-File, then Save As) and #2 is located on the right side (first-Tools, then Document Processing). What are the chief differences between these two selections of different locations?, other than #2 cannot optimize any Photo or Color Settings that are originally selected by the User of the Scanning Software.

I also cannot locate the OCR Scanning feature on item #1?.

They are utterly different, do different jobs, and have different purposes. The unfortunate thing is that Adobe chose such similar names for them.

You can see what the Save as Optimized does in detail by looking at its options.
