How can I send a secure PDF that will allow a virus scan by the receiver? Is there a particular Adobe product I need to buy?

Probably can't. The point of an open password is that the file can't be opened, and virus scanners need to do that. Also each virus scanner is different and how it works is a secret, so there can be no generic solution.
