We installed Adobe Acrobat Pro DC version 2018.009.20044, and setup a PDF printer to convert printing jobs to PDF files. We found some printing jobs are missed and aren't converted into PDF files if there are many printing jobs are sent to PDF printer at the same time. We tried to pause the PDF printer, and found all printing jobs were in the printer queue. But some PDF files were generated in the file folder that we configured in Adobe Acrobat Pro DC even though the PDF printer is paused. And after we started the PDF printer, not all printing jobs in the PDF printer queue are converted into PDF files in the file folder. There are only those PDF files that were generated during the PDF printer was paused.
For example, there are 332 printing jobs in print queue when the PDF printer is paused, and 232 PDF files are generated in the folder that we configured in Adobe Acrobat Pro DC even though the PDF printer is paused. After we restart the PDF printer. there are only these 232 PDF files. Other 100 PDF files are not generated. They are missed.

Thanks for sharing the detailed description. Looking at the information shared above, if I understand the issue correctly so you haven't been able to create PDF from a multi-page file using Acrobat DC's PDF printer.
During the entire process of creating PDF files, I fail to understand why and how did you pause PDF Printer? What happens when you let entire conversion go at once?
What type of files you are trying to "print to pdf", were you trying to save .PDF file to .PDF ?
Acrobat and Reader official update (19.012.20036) is now available. This update will be automatically pushed to all existing installations of Acrobat and Reader.
