Unable to Request Signature

When trying to use the Fill and Sign requests signature feature I recive an error.

For the desktop I get "Access denied, you do not have access to the service. please contact your IT administrator to gain access."

When using the web interface on documentcloud.adobe.com, the feature never loads. 

I have Creative Cloud All Apps which includes Acrobat DC Pro. Please help. Thanks!

have same experinece using online.  I have Adobe Acrobat Proo subscription includes PDF and e-signing tools (Adobe for Enterprise plan).

When using Request Signatures it get's stuck after Add and never transitions to Prepare. Have tried on Chrome and Firefox, get's stuck in same spot.
