Scanned documents are very different from the one created in the application itself as they are like an image.
Please try to use Adobe Export PDF service online https://cloud.acrobat.com/exportpdf & check of you get the same result.

I used the method you describe above (starting at Adobe online and uploading my document from there) to start with. The problem I describe above was the result.

Please let me know the complete workflow followed by you.
Have you tried to save the Save the scanned document as PDF instead of scanning it & then exporting to PDF.

Yes, the document was scanned directly into PDF format.
Workflow:
1. I went to this page https://cloud.acrobat.com/exportpdf
2. I clicked "Select PDF Files to Export"
3. As instructed under "Choose files from my computer", I dragged the scanned PDF file onto that position.
4. On the next page, under "selected files", I highlighted the PDF file I wanted to convert, and clicked "Export to Word"
5. It performed the conversion.
6. I downloaded the converted Word document to my computer and opened it.
I also tried the other way: opening the PDF document on my desktop, and clicking the "Convert" button that appears in the right hand work panel. The result was the same.
As I said before, it was not a terribly clean copy, so I can understand the missed characters and so forth. But the difficult parts are the separate column of returns down the left side, and the random section breaks with all kinds of formatting changes. While the letters are not always clear, it does have very straight and simple margins so I don't know where all the columns and section breaks are coming from, and it's so labor intensive to edit them out that it would be quicker just to retype the (70 page) document. I appreciate your continued effort, by the way.
