I can't find how to use it. I have used it for years and now its different. I think I maybe having trouble because of a firewall that blocks me from accessing the Creative Cloud.
Why am I no longer able to access the application without being in the cloud?

Adobe Export PDF is an online service that you can access online via- https://cloud.acrobat.com/exportpdf
You can also use the services through free desktop version of Adobe Reader- Adobe Acrobat Reader DC Install for all versions
You just need to “Sign In” using the email (Adobe ID) under which you have subscription registered.

You have mentioned about Creative Cloud access, is it creative cloud or Document Cloud storage you are referring to?
Download the Adobe Reader DC desktop application as suggested above and see if that helps.
