Why do I get a message that PDF Pack isn't available in my country?

How is it possible that when I try to subscribe I get the message that "it is not available in my country"?  Also why is there no help line just this forum?

Here's the list of countries where ExportPDF is available for sale: Countries where ExportPDF is available for purchase.

If you are in one the countries listed, please make sure that you're signed in to the right Adobe store. To check, look in the lower-left corner of the Adobe.com window. Click Change, if  necessary.
