why doesn't acrobat convert pdf document in it's complete format?

I'm trying to convert a pdf form to word file(doc.x) so I can edit it. The form has lines, columns and when I convert it, it changes. Some of the line are not showing and boarders as well. Any thoughts?

Well, if those lines and borders are toward the edge of your document, be warned that Acrobat.com seems to convert everything to a letter (8.5x11in) sized PDF in the end. Specialised conversions with other sizes of paper currently require the Acrobat desktop application.
Also, OCR software might be to blame why you don't see some of the table's lines.

I've been using the desktop application and have also changed OCR settings but the format continues to change when converting from PDF to .docx and even worse with .doc. Any other ideas to help solve this issue?
