As per the information shared above, its not quite clear that from where you have bee trying to download the files and how you have been accessing it?

Are you not receiving the PDF through the email attachment or is it through the Send & Track?

Are you accessing it online through- https://cloud.acrobat.com/send ? Or desktop application Adobe Reader DC?
