Can I convert a pdf document to a Word Publisher document?

Adobe PDF Pack does allow you to convert PDF files to Microsoft Publisher (.pub) format. However, this option isn't available in the ExportPDF online service.

Oh my gosh, you are correct! It allows you to convert .pub files to PDF, but not the other way around. My mistake. Mondays!

So there is nothing available to change from PDF to .pub?  The document was originally .pub but was converted to PDF.

Unfortunately, not from Adobe. You may be able to find a third-party utility to do the job.
