After redacting my document i can't use the "apply" icon as it is inactive. How do i fix this?

I am redacting a sensitive document but when I try to use the "Apply" icon it is inactive therefore the redactions are not applied to the document.  How can I fix this?

What application are you using (including exact version number)? What's your OS?
