Can I rotate a pdf file using this service?

If you are working on Adobe Acrobat Reader DC free application and would like to change the page view, then yes you can rotate the page without even having a subscription.

Open Acrobat Reader DC>Open file>View>Rotate View

If you would like the document to be opened in same view next time, then make sure you have the below setting enabled-

Edit>Preferences (Ctrl+K)>Documents> Check "Restore last view settings when opening documents"

The rotation would be possible for viewing purpose only. However, you can not save the changes in Adobe Reader DC.

If you would like to rotate any particular section of the document, then that can be achieved with the "Edit" tool and Edit tool is accessible with the Acrobat DC subscription.
