Converting a file changes some of the design features. Soooo frustrating!!!

Simple arrows and line widths are changing upon PDF export.  Can't convert them back and causing lots of extra work.

Please try once to export PDF online.

Open this link https://cloud.acrobat.com/exportpdf and sign in with your Adobe ID.

Upload the file and check if it converts PDF to word without any issue.

As you have mentioned above, when you export PDF to Word file some of the design feature changes.

Did you check if it is an issue with this particular file?

How exactly have you created the PDF? Is it a scanned PDF?

Will it be possible to share the file with us? We would like to check it on our end.
