You need Adobe Acrobat to be able to do it. With it you could use the Extract Pages command to achieve it.

To extract pages from PDF in Acrobat Pro DC, go to Tools > Organize Pages < Extract.

Addendum: Since my reply it has become possible to do it in the online Document Cloud, if you have PDF Pack, using the Split PDF command: https://documentcloud.adobe.com/link/acrobat/split-pdf/
