Sorry to say that there is no such option provided in Adobe Acrobat.

However, you may look into this: Securing PDFs with Adobe LiveCycle Rights Management ES. Check if it helps.

It can certainly be done in Acrobat. It's possible to embed a script that displays a message when the file is opened, if JavaScript is supported and enabled in the application used to open the file, of course.
