We apologize for the inconvenience caused, as per the description above, you are not getting the option of Create PDF with AdobePDFPack services, Is that correct?

Please try to use the services through the following URL https://cloud.acrobat.com/convertpdf  on a different browser like Chrome, or Firefox, or Safari.

You may also try to use the services through the free desktop app of Adobe Reader, to download the Reader use the following URL Adobe - Adobe Acrobat Reader DC Distribution  Link: https://get.adobe.com/reader/enterprise/

You may also refer to Troubleshooting Create PDF, Export PDF, Adobe Send, Fill & Sign … services(PDFPack or Document Cloud...  Link: https://forums.adobe.com/docs/DOC-8841
