I have to go online to combine files?

I have the pdf pack and I can't combine locally on my laptop? Seems like we are adding additional steps here to merge files, then have to download it, I would rather be able to do this without internet access.  Is this possible with the pdf pack?

As per the description of the issue mentioned above, you are unable to combine files locally using the application(Acrobat Reader)and need to go online to use this feature, is that correct?
